Belancille NYIRAJYAMBERE
Chairperson of National Women Council
Belancille NYIRAJYAMBERE is currently the Chairperson of National Women Council since 2021 to date.
She is also the Director of Government Documentation & Archives in the Office of the Prime Minister (PRIMATURE) since 2012 to date. Prior to these current roles, Belancille NYIRAJYAMBERE was working as a Librarian in the School of Finance and Banking (SFB) from 2011 to 2012. She was an Archivist and Documentation Officer in the Ministry of Forestry and Mines (MINIFOM) from 2010 to 2011. She worked as an Assistant Librarian in the Public Information Centre of the World Bank from 2001 to 2010.
Regarding her education background, Mrs. Belancille NYIRAJYAMBERE holds a Master’s Degree of Library Sciences from Mahatma Gandhi University (MGU) and a Bachelor’s Degree in Library and Information Sciences from the University Cheik Anta Diop of Dakar / Senegal. She has a Diploma in Library and Information Sciences from Kigali Institute of Education (KIE). She is a passionate and hardworking woman.
INGABIRE Marie Chantal
The Vice Chairperson of National Women Council
Marie Chantal INGABIRE is currently the Vice Chairperson of National Women Council since 2021 to date.
She is also Entrepreneur as her own Business from 2016 up to now.
2013- 2014, She was working in Local Government specifically in Gatsibo District,Muhura Sector in Social Affairs Department.
2008-2013, She was working at JBR Enterprise as Customer care.
Regarding her education background,INGABIRE Marie Chantal holds Bachelor’s degree in Social work from UTAB (University of technology and Arts of Byumba 2010-2015), She has A2 in Secretariat, she has different Certificates and She is Courageous.
Umubyeyi Marie Mediatrice
Executive Secretary of National Women’s Council .
Marie Médiatrice UMUBYEYI currently serves as the Executive Secretary of the National Women’s Council, appointed on September 30, 2024, by His Excellency the President of the Republic of Rwanda.
A passionate advocate for gender equality, peace, and development, UMUBYEYI brings extensive professional experience to her role. Prior to her appointment, she served as the Advocacy Coordinator at Pro-Femmes/Twese Hamwe from 2016, a national civil society organisation and umbrella for over 50 member organisations promoting women’s empowerment. Later, she promoted to the position of Deputy Executive Director in 2020.
UMUBYEYI also worked as an Assistant Lecturer and Director of Student Welfare at the University of Technology and Arts of Byumba (UTAB) from 2011 to 2016.
Additionally, she served as Commissioner for the National Unity and Reconciliation Commission from 2015 to 2021 a role to which she was appointed by the Cabinet. Earlier in her career, from 2003 to 2010, she was a secondary school teacher.
She holds a bachelor's degree in Sociology (2008) and a master's degree in Development Studies (2014), both from the University of Rwanda.
Ms. Darlene Edna Gasana
The Social Affairs of National Women Council
Ms. Darlene Edna Gasana is currently the social affairs of National Women Council since 2021 to date.
She is also the chairperson of audit committee of National Women Council, a Finance Manager in Parenting Child Care Rwanda with an experience in accounting and finance and a founder of Ihumure foundation. She holds a Bachelor’s degree of Accounting and Finance in Business Administration from Institut Superieur de Technologies of Burkina Fasso, a Diploma in Accounting and business, an introductory certificate in financial and management accounting, an intermediate certificate in financial management accounting and currently she is in level two ACCA.
Consolée MUKAGASANGWA
Executive Committee of National Women Council in charge of Good Governance
Consolée MUKAGASANGWA is currently serving in the Executive Committee of National Women Council in charge of Good Governance since 2021 to date.
She is also the Country Director and the Co-founder of Irere Urere Organisation since 2017 to date.
Prior to these current roles, Mrs. Consolée MUKAGASANGWA was working as An Executive Secretary at Rwanda Community Radio Network (RCRN), a Data Operational Team Leader at Korea International Cooperations Agency (KOICA) and Primary School Teacher.
She is also an Author and A Community Social Worker.
Regarding her education background, Mrs. Consolée MUKAGASANGWA holds a bachelor’s degree in Sociology, and She also holds several professional certifications in Trauma Care, Social Welfare, Marriage Counseling and Clinical Phycology.
Mrs. Consolée is a Dedicated Social Worker with 10 years of experience demonstrating a strong commitment to serving a community, Documented success overcoming challenges of limited resources to design high-quality, cost-effective, and comprehensive programs that improve lives.
She is skilled at building community, preventing and fighting family conflict and gender-based issues, support, and strategic partnerships to transform the community,
Her career objective is to use all her experience, and skills in my domain of specialization to positively change the lives of the lives of the society for now and future
Henriette Kantengwa
Executive Committee Member in charge of economic affairs
Henriette Kantengwa is currently serving in the Executive Committee Member in charge of economic affairs since 2021 to date.
Clemence UMUHONGERWA
Legal Advisor National Women’s Council
Clemence is a member committee of the National Women's Council. She has been a legal advisor since 2021. She is a secondary school teacher in Economics and Entrepreneurship at GS Bugomba (MINEDUC-Gicumbi district).
She previously worked as a teacher at GS Mulindi from 2008 to 2011. Clemence worked as a mobiliser at COTRAF RWANDA from 2015 to 2018. She is currently the secretary of the audit committee of conseille du personnel des enseignants au Rwanda (CYPERWA). Mrs. Clemence UMUHONGERWA holds a Bachelor’s Degree in Economics and Entrepreneurship from Mount Kenya University (MKU), and a Diploma in Management and Development Studies from the University of Arts and Technology of Byumba (UTAB).
Carine UMUTONI
Secretary of National Women Council
Carine UMUTONI has been the Secretary of National Women Council since 2021 to date.
She is also a News Reporter at Rwanda Broadcasting Agency since 2009. Carine is also a member of Rwanda Journalists Association, Pax Press, Internews, Rwanda Women Journalists association (ARFEM) and a committed Health Journalist who work closely with Rwanda Biomedical center and the Ministry of Health.
Prior to these current roles, Carine UMUTONI was working as a Journalist on Radio Salus from 2005 to 2008. She is both the Journalist of the Year and Best Female Journalist of the Development Journalism Awards 2016 organized by Rwanda Journalists Association(ARJ)& Rwanda Governance Board(RGB).
She is also the winner of different awards given by HDI Rwanda and UNICEF Rwanda.
Regarding her education background, Mrs. Carine UMUTONI holds a Bachelor’s Degree in Journalism & Communication from the National University of Rwanda.
