The National Women’s Council is an organ responsible for advocacy, capacity building, and social mobilization under the guidance and supervision of the Ministry of Gender and Family Promotion.

The National Women's Council is composed of all women and girls aged for 18 years old and above. Its structures are from village level. At each level, there is an executive committee of seven people. At the national level, the highest organ is the General Assembly which is composed by :
1 - Members of the Executive Committee of the NWC at the national level,
2 - Members of the Executive Committee of the NWC at the provincial and Kigali City levels,
3 - Coordinators of the Executive Committee of the NWC at the district level within the country,
4 - Representatives of women's associations and cooperaties which a legal personality operating at the national level.
The General Assembly is the supreme governing and decision-making body of the NWC;
The Executive Committee, is the organ in charge of implementing the decisions of the general Assembly and the coordination of the Council's activities with stakeholders;
The Executive Secretariat, is the organ operating at the national level responsible for the daily management of the Council as well as the implementation of the decisions of the General Assembly and the Executive committee at national level.
* The General Assembly and the Executive Committee of the NWC operate at each entity of the country's administration.
** An order of the Prime Minister shall determine the responsibilities, organisation and operations of the NWC bodies.
